What they mean is that Windows cannot load the drivers or will not load the drivers in order to detect the hard drive for some reason. reformatting hard drive and backing everything up etc. They have identical troubleshooting and resolution steps, and you will probably need to use the Windows Debugger to find out what caused the error.
